Teri Castillo is a community organizer and a historian of Urban Policy elected to represent San Antonio’s District 5. Castillo is the proud daughter of a United States Navy Veteran and migrant farm workers. As a life long and generational resident of District 5, Castillo has committed to ensure our public money works for the people of San Antonio.
Castillo is a proud product of our public schools and attended SAISD’s Burbank High School. Castillo earned her bachelor’s degree at the University of Texas at San Antonio and completed her clinical teaching at Fox Tech High School. In 2019, Castillo earned her master’s degree in history with a focus in urban policy from the University of Texas at San Antonio.
Since taking office, Castillo has brought historic investment to the people of District 5 nearly doubling the amount of bond investment at $95.6 million dollars and continues to pursue investment in basic infrastructure. Castillo has prioritized preserving and building affordable housing, while moving with urgency to meet our city’s climate goals. Castillo has built a District 5 team that takes a proactive approach responding to constituent needs, ensuring her offices goes out into the field meeting people where they are at, connecting resident to vaccinations, mortgage and rental relief, fire safety, and so much more.

Together with community, we have:
- Voted to support the largest property tax relief package in San Antonio history
- Secured an additional $9.7 Million for home rehab programs through the 2022 and 2023 fiscal budget
- $14.9 Million in Housing Bond Funding for affordable housing production and preservation
- Secured two Code Compliance Officers for Apartment Inspections
- Collaborated with Congressional office to secure $2 Million for public housing improvements
- Passed a Deconstruction Ordinance leading to the reuse of salvageable building material

- Secured over $30.95 Million in small business support
- $20.63 Million Covid-19 impact small business grants
- $5.25 Million to establish a framework to create geographic placemaking
- $3 Million to revive Operation Facelift
- $ 1.45 Million to build capacity for small businesses such as building their web presence
- $ 625,000 Thousand to foster support of local goods by promoting our local history, culture and identity

- Secured over $12.5 Million for the construction of a new Fire Station
- Ensured formerly incarcerated individuals have access to employment opportunities via Ready to Work Programing
- Secured funding for the first time in history to support the San Antonio Youth Commission
- Continues to support and advocate for funding for the Mobile Integrated Healthcare Unit

- Invest in community-led practices and strategies ensuring budgets are aligned with community need
- Expand work and housing opportunities for folks impacted by the criminal justice system
- Prioritize sufficient funding for domestic violence shelters
- Dismantle practices of criminalizing poverty

- Completed over 331 infrastructure projects totaling $16 Million in vital projects
- Doubled funding for the Neighborhood Access Mobility Program from $219,000 to $450,000
- Secured an additional sidewalk crew to ensure we can keep up and work efficiently
- Secured over $34.6 Million for District 5 drainage

- Improve infrastructure before increasing traffic to ensure safety
